1. Use the  + C bring the Charms Bar and click on Settings.
  2. From the Start menu, click on Settings and then swipe to Yes the Show administrative tools option. 

That’s all there is to it. Now go back to the Windows 8 Start Screen and all Administrative Tools should be listed.
